I don't know how those 29% people define the "leadership capasibilities"!
It's not fair to evaluate him by his lacking experience in management.
I wana believe that he is a great leader because Japan seriously needs to have good relationship with others. That is the only way to be a really "big" country.Not just a "big" country in economy, but a "big" country all people can respect with!
